Planning framework

Land use on the community would be planned using the principles of State Environmental Planning Policy (SEPP) 15 for land-sharing communities. While this policy does not apply in Wyong or Gosford, it is designed to apply to developments like ours.

This policy aims to encourage and facilitate the development of rural land-sharing communities committed to environmentally sensitive and sustainable land use practices.

It provides for people collectively owning a single allotment of land and using it as their principal place of residence, avoiding subdivision and other forms of separate land title and separate legal rights (such as "company title"). It envisages multiple dwellings on the allotment and the sharing of facilities, as well as collective management of the allotment.

It encourages the pooling of resources, particularly where low incomes are involved, to economically develop a range of opportunities, which would allow the construction of low cost buildings using "co-housing" principles in a cluster-style development.

The issues that are required to be addressed in a SEPP 15 development are relevant to the development of this community.
